PRIMARY HEALTH CARE PROGRAM

Non-communicable diseases are one of the health problems that gets serious attention from the government and communities, because aside from being a significant cause of death in the community, this disease is also a global threat to economic growth in Indonesia. Threats to economic growth occur because people who suffer from NCD often experience a decrease in quality of life so that they can no longer be productive and the process of handling this disease requires substantial funding. NCD control programs in Indonesia are focused on 4 main diseases, namely: cardiovascular disease, diabetes mellitus, cancer and chronic obstructive pulmonary disease. But in addition to the 4 main diseases, the focus of NCD control is also directed at diseases and conditions that can reduce the quality of human life, namely: hearing loss, visual impairment, disability and thyroid disorders, as well as diseases that cause the burden of health financing such as thalassemia, lupus, osteoporosis and psoriasis . Prevention and control of NCD risk factors includes 4 ways including: (1) advocacy and cooperation, (2) promotion, prevention and reduction of risk factors, (3) strengthening the capacity and competence of health services and (4) strengthening NCD surveillance, supervision and research . The main activities in the NCD control program in Indonesia aim to: (1) keep the community healthy and avoid risk behavioral factors, (2) be able to identify and modify community risk behaviors so that they do not cause NCD and (3) find potential cases early NCD can be referred to health services and handled according to standards. (Indonesian Ministry of Health, 2019)

NCD control efforts are built based on the joint commitment of all elements of the community through the activities of Integrated Communicable Disease Posts (we call it Posbindu PTM – Pos Binaan Terpadu Penyakit Tidak Menular). Posbindu PTM is an activity that focuses on increasing community participation in early detection and monitoring of major PTM risk factors which are carried out in an integrated, routine and periodic manner. Posbindu PTM can be implemented integrated with community-based health efforts that already exist in the community. (Directorate of Non-Communicable Disease Control, 2012)

Referring to the Ministry of Health's NCD control strategy, the NCD program implemented by UPKM / CD Bethesda YAKKUM also focused on Posbindu activities in the community. The Posbindu PTM program was implemented in several regions of Eastern Indonesia with main activities including: education on prevention of NCD risk factors, early detection of NCD cases in the community and the use of herbal plants to increase endurance both as an effort to prevent NCD and maintain good condition for NCD patients and seniors.
